VPN solution using internet

I have very urgent question .

for some reasons .. Egypt governments decide to block the IPSec UDP/TCP ports from all the internet service providers (still some internet lines are working) !!!!.

i have some branches here in Egypt using IPSec IKEv1/v2 (internet browsing is working fine but cant establish the IPsec tunnels for the VPN)... i tried different carriers and different infrastructure  (landline and 3G/4G), but with the same issue.

is there any other solution or work around to make it work.
