How to set up DUO Passwordless login for an Azure cloud-only tenant?

I am trying to figure out how to set up DUO passwordless login for a cloud-native Azure tenant where there is no on-premises AD and all workstations are either in workgroup or Azure AD joined.

Is it possible at all?

Duo Passwordless requires Duo SSO with Active Directory authentication today.
