Camera Quality Issues

I have VSOM 7.2 running with 6020 and 7030 IP cameras.  As far as I can see in the camera configurations they are set for 1080p video, but all of the cameras seem very blurry.  It is difficult to pick up text unless it is in large lettering, but license plate numbers can't be picked up.  The 6020 cameras are all currently set using NTSC, H.264, 1920x1080 @6fps with a constant bitrate of 2 Mbps.  Increasing the bit rate doesn't seem to have much noticeable affect on picture quality.  

The IP Cameras are currently on firmware v1.4.1-97 on the 6020 IP cameras, and 1.2.1-73 on the 7030 cameras.  I don't know if upgrading to the latest 2.7.0 would help.  Is it safe to upgrade the firmware straight from these versions to the latest, or do I need to upgrade to a different version first?  Would upgrading the firmware even help with the video quality or should I look at some other settings first?

I think the firmware upgrade on the cameras should be completely safe.  I'd give that a go first.  I'm fairly certain those cameras have MFZ and can have their focus tweaked via the UI.  Is it possible that the optics are just out of focus or do you think it's something else?
