If you are encountering this issue then you are hitting BugID: CSCuv93661 It affects Camera UI installer all the way to v2.7.

Hi All,
There was a Windows security update (https://support.microsoft.com/en-us/kb/3072630) in July which restricted some action scripts running in software installations. The issue was fixed in the 2.7.0 firmware (CSCuv47587), so installing 2.7.0 control should take care of this issue.
The Camera UI Control 7.2.7.4 from the camera firmware 2.7.0 on Cisco.com so users can download it and install it on a computer if they run into a problem installing older versions of the control due to the Windows security update. Here it is for a 6xxx and 3xxx camera shown in snapshot and link below to download:

I too ran into the same difficulties described above. I am posting the fix that helped me get around it. Do I need to mention that playing around in registry can lead to undesirable effects so please back up your registry first before modifying anything. Also this is my own personal fix and this is not endorsed by Cisco.

Temporarily disable the KB3072630 security fix (I do not recommend uninstalling it) by following steps below:
a. Click Start, click Run, type "regedit" in the Open box, and then click OK.
b. Locate and click the following subkey in the registry:
HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\Installer
Note If this subkey does not exist, create it.
c. In the Edit menu, point to New, and then click DWORD Value.
d. For the DWORD name, type "RemappedElevatedProxiesPolicy", and then press Enter.
e. Right-click RemappedElevatedProxiesPolicy, and then click Modify.
f. In the Value data box, type 1, and then click OK. -
Re-open Cisco camera control panel using Internet Explorer and Active X. Install the Cisco UI Control. All controls should now work.

To revert back to prior config, reset the RemappedElevatedProxiesPolicy DWORD value to 0 to re-enable the security fix for KB 3072630.

Any update on this yet? Surely Cisco has a solution somehow. It's getting a little more than embarrassing having to explain this situation to clients.
