Does anyone know what these series of lights signify? This was out of the box, and we are trying to configure this with POE, however the switchport does not come up. Its connected to a 3560 POE.

No CDP or link light on the gateway or the switch.

Also, the hard and soft reset do not work.

Hmmm... according to the datasheet, this *should* work via PoE...

... but doesn't neccessarily list PoE under the power options.

Anything noted in the message log of the switch? Something is ringing a tiny bell in the back of my mind regarding non-MediaNet switches and PoE (what's the exact model of the switch?). 

I recall an IPVS client having to rig up some specific switchport power settings to get his IP Cameras to power up properly. 

I'll see what I can dig up later today.

My bad.  I was looking at Table 2 in the datasheet (which is only describing device connectors).  The datasheet does properly list 802.3af PoE as a valid power source in Table 4.

Have you had a chance to check the switch logs?  If you see something similar to:

ILPOWER-3-CONTROLLER_PORT_ERR: Controller port error, Interface Fa0/12: Power given, but link is not up

... try adding the following to the switchport config:

power inline delay shutdown 20 initial 100
