I may be mistaken, but I believe you are asking if an encrypted tunnel can be established between a 2960 switch and a 4500 series Cisco IP Camera?
I know that the 4500 series cameras (and practically all others I can think of) support 802.1x authentication to control whether or not the switchport allows traffic to pass (http://www.cisco.com/c/en/us/td/docs/security/physical_security/video_surveillance/ip_camera/4300_4500/user_guide/ipug/ipcaweb.html#wp1227068), I don't believe there is currently any method of establishing a fully encrypted tunnel between devices.
I know that eventually the vision is to be able to implement TrustSec/MACSec between everything, but I don't believe that is possible with the 4500 series cameras currently.
