2960S & Bosch video camera PoE problems

We're having some very aggravating PoE issues with 2960S switches powering primarily Bosch video surveillance cameras. We'll have several cameras connected to a WS-C2960S-48FPS-L switch or a stack of them, and all will come up and work correctly. At some later time, one or more of the cameras will lose connection while the others continue to function. Moving the dead camera to another port on the same switch doesn't work, neither does swapping the patch cable, doing a shut/no shut on the interface, setting power inline static/auto on the port, etc.

However, that same camera _will_ power back up when we bring a spare 2960S switch in to the IDF, using all the same patch cables & cable run out to the installed location.

We're definitely not coming anywhere near overruning the power budget on these switches.

On one of the problematic devices, I do see the following in the logs when I admin the power down then back up:

We've tried working with Bosch, but they don't have much useful to offer. The really infuriating thing is that these same cameras will come up when connected to a spare switch, but never when connected to the original switch they were on when they initially began to fail.

I did try opening a TAC case on this, but while our 2960S are still covered under their one year warranty for hardware, Cisco won't let me open a support case on them without adding them to one of our support contracts.
