Cisco 3850 will not load startup-config after password recovery

Hello Community,

I have attempted a password recovery on a 3850 and cannot get the switch to load the startup-config. It continues to boot as if I am attempting to do another password recovery:

Here is what my boot variables look like:

Switch#sh boot

Current Boot Variables:
BOOT variable does not exist

Boot Variables on next reload:
BOOT variable = flash:packages.conf
Allow Dev Key = yes
Manual Boot = no
Enable Break = no

I have tried both of these commands but have not been successful:

SWITCH_IGNORE_STARTUP_CFG=0

switch: unset SWITCH_IGNORE_STARTUP_CFG
