Cellular Modem has been power cycled : NP

We have several C1117-4PLTEEA routers. With firmware:

Cisco IOS XE Software, Version 16.09.02
Cisco IOS Software [Fuji], ISR Software (ARMV8EB_LINUX_IOSD-UNIVERSALK9_IAS-M), Version 16.9.2, RELEASE SOFTWARE (fc4)

 

Some of them work perfectly and some of them have a issue with the LTE after a couple of weeks. They show the following logging:

018045: Jul 5 06:59:32.331: %CELLWAN-2-MODEM_UP: Modem in slot 0/2 is now UP
018046: Jul 5 06:59:32.532: %CELLWAN-2-MODEM_RADIO: Cellular0/2/0 Modem radio has been turned on

 

After the modem has turned on the interface does not change to UP and no data is transported. Even though the modem is active. After a couple of minutes of being in this state the modem get cycled again and the whole thing repeats..

 

My questions are:

What can cause this?

And what is power cycle reason: NP

Anyone knows how to fix this?
