all guys i needs some help for small business router (srp521w-K9-G4)

i want to control the bandwidth ,but i was build the policy for control but ,it not effect the traffic,the flow can grow up to max,i don't know why?

so i needs you help.the lease network is adsl,use the pppoe authentication.
