I cannot access router RV345 from lan if the IP is not assign automatically

In my RV 345 I configured Vlan1 and Vlan2 like in the photos below. I connected a PC in port 1, and if it has IP address assignated automatically, everything it's ok, I can ping and enter in router, but if I choose for PC a dedicated IP 10.0.0.103 like in the picture, then I cannot access router anymore, and neither ping doesn't work. Why is happened this? I am asking because I need PC to have that address.

Hope you are doing well!

My name is Anton and I am part of Cisco SMB Support Team.

What I notice is that you put 10.0.0.3/24 on your computer while you have configured 10.0.0.160/27 on the router. 

From router's perspective 10.0.0.3 is out of the 10.0.0.160/27 subnet on vlan 1 and will not accept it. 

My recommendation is either to extend subnet on vlan 1 on router to 10.0.0.1/24 or assign to your PC IP address from 10.0.0.160/27.
