Why does the PC need a specific IP address? If something needs to talk to it why not just program the PC's IP address into that device?
Failing that, why not add the 192.168.1.219 as a extra secondary IP address on the PC?

Hi, Realy beacuse the client don't want to change the IP adress of the PLC so i need to do it with a router do you know how to do it with a router??

You can change the IP address easily when going between subnets - but you have everything in one subnet. It wouldn't be impossible, but there would be caveats and a lot more complication.
I don't see any point in using NAT between two devices in the same subnet.

Why Philip is no possible to use NAT between two devices in the same Subnet?
There is antother equipment that do what i need?
Remember that I need converse the IP from 192.168.1.100 to 192.168.1.219 but is not posible to change the IP adress of the PLC for a politic of the client.

You could do it using two back to back routers. Use route router to NAT 192.168.1.100 to a different subnet, like 192.168.2.219, and then a second router to NAT back from 192.168.2.219 to 192.168.1.219.
You would have to make sure the two devices were not on the same layer 2 network.
Overall, I would not proceed with such a config - not if you want a simple reliable network. I would do it properly, and just change the IP address. That's because I value simplicity and reliability.

If the bandwidth requirement is low, a pair of Cisco 881's or Cisco 892FSP's would be fine. You can get rack mount brackets for the 892 as well.
