Public SSID routing and bandwidth limit

I am new to the RV340w and need to set up a second Public access SSID on vlan2, disable intervlan routing and limit bandwidth usage on Public.  I made through teh vlan2 setup and Public SSID  and associated them, setup the IP address, dhcp , etc.  But I stumped on the banwidth limit config and intervlan routing.  Does any body have detailed instructions for this task?
