Rule to limit outgoing SMTP traffic, RV180

I have a Cisco RV180 small business router.  I am trying to make a set of outbound rules to block SMTP traffic on all devices except the Exchange mail server located at 192.168.16.3

I have attached pictures of the two rules.

Outbound rule #1 has priority of '1' and ALLOWS SMTP traffic from 192.168.16.3 (source) > ANY (destination) 

Outbound rule#2 has priority of '2' and BLOCKS SMTP traffic from ANY (source) > ANY (destination)

With these two rules enabled, e-mail stops flowing.  If I delete rule #2 the e-mail flows.  Have I configured the priority correctly?  I go to ACCESS RULES, Reorder, connection type 'outbound' and I move rule #1 to priority 1.

Problem solved.  I had improperly configured a rule.
