Use the Protocol Binding feature to bind HTTP and HTTPS traffic to one WAN port only. Load Balancing HTTPS especially causes problems.
How much bandwidth do you have on each WAN connection?
Do you have two different ISPs?

Load Balancing works only for outbound traffic, so balancing a 7Mbps connection with a 512Kbps connection is not helping you. Balancing two 7Mbps connections would make sense, but when you are utilizing such a slow connection on WAN 2 you would be better off using the Fail Over mode instead. That way your connections will be fast on the 7Mbps connection and if it fails all devices will switch to the slower connection.

This doesn't make any sense. I thought connections were balanced in both directions unless they were bound to a particular wan?
Have you entered in the amount of bandwidth for each WAN? If you don't do this, the balance algorithm won't balance the loads properly, overloading the smaller bandwidth and not utilizing the larger bandwidth.
