RV130 access rules do not work after i upgrade firmware

I had a RV130  and I set up two access rules on that block all IP's (WAN =>LAN) and the other one that allow jus a specific IP .

after I did the firmware update (1.0.1.3 =>1.0.1.14)I block all the IP's and doesn't let me telnet to the IP that allow  all the traffic ...

I'm sorry to know you're having problems with your router, however I couldn't help but notice the access rules order, you have a deny any inbound connection coming from WAN to LAN rule first and then you have the allow any inbound connection for 167.206. 84.196.

When a packet arrives to the router, it will evaluate if it matches the access rules in order, in this case since you have the deny rule at first any packet coming from the outside will be dropped, even if that packet matches the second "permit" rule because it will be long gone before being evaluated by it, in order to fix this issue please reorder the access rules leaving the "permit" rule first and then the "deny" one, that way any packet that is coming from 167.206.84.196 will be permitted and everything else will be dropped, which is what you're trying to accomplish.

Thanks for the response the router was running on 1.0.1.3 and it was fine but after I upgrade to 1.0.1.14 the router block all incoming traffic
