I was a little confused on the setup of a site-to-site vpn tunnel on the RV130W router. There are three IP addresses in question. The Remote Endpoint I understand to be the WAN IP of the Remote Site. My confusion is the Local Traffic Selection and the Remote Traffic Selection. What is the difference between "Subnet" and "Single" and what should the IP addresses be? See screenshot.

Since I want both entire networks to communicate with each other I am thinking the settings should be "SUBNET" and 192.168.1.0 and 192.168.12.0 respectively. Does this sound right?

Yes. You are correct.
Example:
Local IP –subnet
IP address- 192.168.1.0
Subnet mask- 255.255.255.0
Remote IP – subnet
IP address- 192.168.2.0
Subnet mask- 255.255.255.0
