RV325 router firewall access rules have not effect on network traffic

I have tried to restrict network access with single destination IP deny rules that have no effect on traffic. I have a RV325 with the latest firmware

Firmware Version:v1.2.1.13 (2015-05-04, 18:40:51)

Even when I added deny all rule #1 (see attached file), nothing is effected. Am I doing something wrong or is this something wrong with the router? I have work for years with other firewall tables and my RVS4000 worked the way I expected until I replaced it with this.

Access Rules Table

Items 1-5 of 8 per page

DenyAll Traffic [1]*AnyAnyAlways
 AllowAll Traffic [1]LAN192.168.3.1/255.255.255.0AnyAlways
 AllowAll Traffic [1]LAN192.168.2.1/255.255.255.0AnyAlways
 AllowAll Traffic [1]LAN192.168.4.1/255.255.255.0AnyAlways
 DenyAll Traffic [1]USB1AnyAnyAlways

I've just tried this on my RV320 running v1.2.1.13 and it appears to have worked OK, I couldn't connect to anything outside of my test LAN and the RV320 logs showing all the traffic being blocked.

Same router, same firmware and ... same bug!
