I have tried to restrict network access with single destination IP deny rules that have no effect on traffic. I have a RV325 with the latest firmware

Even when I added deny all rule #1 (see attached file), nothing is effected. Am I doing something wrong or is this something wrong with the router? I have work for years with other firewall tables and my RVS4000 worked the way I expected until I replaced it with this.

I've just tried this on my RV320 running v1.2.1.13 and it appears to have worked OK, I couldn't connect to anything outside of my test LAN and the RV320 logs showing all the traffic being blocked.
