Traffic across VPN on multiple subnets

Hello,

My current setup is with two RV042 routers that are in Gateway to Gateway VLAN.  I am able to ping the different subnets after putting them in the router under setup>network.  I am not able to use an application on one of the subnets.

Router 1

WAN 10.0.0.1/29

LAN  192.168.3.250/24

Router 2

WAN 10.0.0.4/29

LAN  192.168.5.250/24

Subnets of:

192.168.2.2/24

172.20.25.1/30

I am needing to access the 172 network to use my application.  When I type in the 172.20.25.1 address in a browser, trying to access the unit that way, I keep getting the log on screen for router 2.  It looks to me that router 2 is not letting the traffic get past it to my device that my application is trying to talk to.

I am new to setting up VPN's between offices, so I am not sure where to go from here.  Do I need to some how inter Vlan these subnets?

did you assign the IPsec groups to be able to talk each other? how are your routes set up?
