Is it possible to create a vpn tunnel between two RV042 routers with only one static address? Looking to connect two networks. One with a public static address and one with a public dynamic address. I don't want to use the dynamic dns option. The Cisco entry level models like the BEFVP41 have the capability of accepting a vpn tunnel from a client with "any" address. Do these models have this capability? If so how should I configure them?

Yes, your scenario is supported. Let's assume RV042-A has static IP and RV042-B has dynamic IP. On RV042-A, you can configure Remote Security Gateway Type as "Dynamic IP + FQDN", where the FQDN string, a shared secret between two routers, does not have to be a valid domain name. On RV042-B, you need to configure Local Security Gateway Type as "Dynamic IP + FQDN" with the same FQDN string.
