I have a Linksys/Cisco WRV210 Wireless-G VPN Router with RangeBooster. ISP provides dynamic IP with all ports open. I have no equipment to interact with from them; they just provide me a CAT5 cable out of the wall. ISP -> WRV210 -> LAN

It would seem the router is completely ignoring my Port Forwarding instructions. I have hard reset the router. I have upgraded to the lastest firmware. None of these has made a difference.
My last test was to see if any ports are open on the router
