Current Mode: BOOT ROM1 fallback (primary bootstrap)

Memory detected normally

Symptom

The equipment enters a boot loop and does not load IOS-XE.

During initialization, the following appears:

Failed to start Mount packages.mount_packages.service: Failed with result 'exit-code'. Critical boot tasks failed.

Then it restarts continuously.

Root error identified

Required system file is missing:

bootflash:asr1001x-rpios-universalk9.16.09.05.SPA.pkg (missing)

The INSTALL tree remains incomplete:

Present:

rpbase
rpcontrol
rpboot
sipbase
sipspa
webui
firmware
packages.conf

Missing:

rpios-universalk9 (kernel package)

Current equipment state

The router has fallen into the minimum bootstrap (BOOT ROM1).

Observed characteristics:

dir bootflash: works (EXT filesystem intact)

no active network stack

tftpdnld, copy, xmodem unavailable

tftp boot not supported

USB does not mount

cannot transfer new image via ROMMON

Manual boot attempt:

boot bootflash:asr1001x-rpboot...pkg invalid RP package type: direct boot of base package not allowed

In other words, the secondary loader exists, but the kernel does not.

Technical conclusion

The system is not physically corrupted.

The equipment was in an inconsistent INSTALL mode where:

the packages.conf file is valid

but the rpios (kernel) package was removed/corrupted

Without this package, IOS-XE does not initialize → drivers do not load → there is no copy method.

Question for the forum

Is there a supported method to reinstall the IOS-XE image from the minimal BOOT ROM1 without access to:

TFTP

XMODEM

USB

install mode

Or is the only supported procedure external recovery of the eUSB DOM (offline bootflash rewriting)?

I even disassembled it to try and access the hard drive directly on the PC, but I encountered an e-USB connector that I couldn't find a way to adapt.

1.  Error message means the USB flash drive is not supported or incompatible. The USB flash should be segmented to 16 Gb in size and formatted as FAT16 standard.

2.  There is no way to copy any file(s) to the flash/bootflash when in ROMMON.  It is, however, possible to boot the BIN file from the USB flash and then, when the router boots the firmware, copy after that.

Power down the router. 

Connect a console cable to it. 

Energize the router. 

Post the entire bootup process (do not post screenshots).

A package file is missing.  

There are two ways to fix this: 

1.  If the firmware BIN file is in the flash/bootflash, boot the router into ROMMON and force the router to boot the firmware (BIN) file from ROMMON.  Once the router boots the BIN file correctly, clean up the flash, and initiate the Install Mode to unpack everything. 

2.  If the BIN file is not found in the flash/bootflash, download the firmware from the Cisco website and into a USB flash.  Force the router to boot the BIN file found in the USB flash (boot usb0:filename.bin).   Once the router boots the BIN file correctly, clean up the flash, copy the BIN file (from the USB flash and) into the flash/bootflash of the router and initiate the Install Mode to unpack everything.

If the kernel package is truly missing and you’ve got no TFTP/USB/XMODEM available in that ROMMON, there’s realistically no in-place recovery left. In that state it usually comes down to offline reimage of the eUSB DOM or an RMA. You might try TAC just in case, but field recovery options are pretty limited there.

I also came to this conclusion, and I would like to reinstall the eUSB DOM operating system, but I can't find any USB-A connector or adapter to do it directly.

As you can see, I don't have the options (tftpdnld
boot tftp
copy
xmodem
usb init), which leaves me with no alternatives. I've also tried booting from the port manager, but it's not accepted. Researching and studying everything, it tells me that I'm in a kind of primary Rommon, and I should enter the full Rommon, but everything I do brings me back here. The only solution I see would be to manually restore the bootflash (internal DOM) by placing any .bin file... but how can I do that if the eUSB connector doesn't have an adapter?

1.  Error message means the USB flash drive is not supported or incompatible. The USB flash should be segmented to 16 Gb in size and formatted as FAT16 standard.

2.  There is no way to copy any file(s) to the flash/bootflash when in ROMMON.  It is, however, possible to boot the BIN file from the USB flash and then, when the router boots the firmware, copy after that.  

First, thank you for your attention, friend. Yes, I managed to solve the problem by booting the system from USB. Initially, I couldn't because I thought the USB ports weren't working, since no device I plugged into them was recognized. Then I used an older, smaller 2GB pen drive, did a clean format in FAT32, and copied the file directly to the root of the device. It was then accepted by the router, and as soon as I entered Rommon, I set the boot device to boot from it. So, thank you all for your attention.
