I need to know what is the use for this  L-SL-19-DATA-K9= in router 1921.

Data license includes MPLS, BFD, RSVP, L2VPN, L2TPv3, IPSLA etc... Including all the IP BASE features like BGP, OSPF, EIGRP, ISIS, RIP, PBR, IGMP, Mcast

The L-SL-19-DATA-K9 is for the 1941 i think, not the 1921. I think you need either of the below depending if you want paper license or edelivery.

CISCO2921/K9	SL-29-DATA-K9(=)	Data License (Paper) for Cisco 2901-2951	c2900-universalk9-mz.SSA	256 MB	512 MB

CISCO2921/K9	L-SL-29-DATA-K9=	Data License (E-Delivery) for Cisco 2901-2951	c2900-universalk9-mz.SSA	256 MB	512 MB

data licence is used for advance configs such as MPLS, IP-SLA etc.
