Can I put a 1FE interface into one of the wic or aim slots to give the router 3 fast ethernet interfaces?

No, sorry. The 2651XM does not support HWIC with FE interfaces.
However if you connect a switch that supports VLAN via trunk 802.1q, you can have as many "virtual" interfaces as you want.
