I have several ISR4351 routers that I am upgrading from 4G to 16G of flash. The new flash memory is not showing the correct size. I've tried a couple of new flash modules and both have the same result.
Running "show file system" with the new flash has this output.
router-new#sh file sys

This is what it looks like on a router that was upgraded previously.

I also see this message when booting the router.
%IOSXEBOOT-2-FLASH_SIZE_CHECK: (rp/0): Flash capacity (15 GB) is insufficient for fault analysis based on installed memory of RP (16 GB)
%IOSXEBOOT-2-FLASH_SIZE_CHECK: (rp/0): Please increase the size of installed flash to at least 16 GB (same as physical memory size)
Why does the router think this is 15G of flash?

I opened a TAC case. Cisco says this is just a cosmetic error and can be ignored.
