Hello TJ81,
all profiles are inactive and the following line say
>> Current Service Status = No service
I would say that LTE is not currently available in your area.
You should try to configure the device to use a slower/older technology like 3G or even GSM.
There was a similar thread in the last days and the original poster of that thread solved in this way.

Hello TJ81,
ok there is 4G service.
The next step I would check is the chat script LTE you are using.
Check in the mobile provider support web pages what chat script they would expect to receive from an LTE modem.
Edit:
I have checked the configuration I had done for a customer using a C819 few years ago.
I report on the following lines the most meaningful sections:

Hello TJ81,
I would go back to your original LTE chat script as now the debug shows a worse scenario it simply time out and the cell interface does not get any IP address.
keep the async mode interactive command in cell interface and the other commands under the corresponding line.
Edit:
I have seen in the other thread that you have solved and the issue was the SIM taken from a vodafone CPE.
Nice to know that it is not possible to re-use those SIMs in other routers.
