Hello,
I can manage the maximum limit of traffic speed with rate-limit command on my Cisco 2821 ISR, the question - is there any command to manage the minimum limit of traffic speed?
The case scenario (example):
I have 10 Mbps internet uplink, so I want to share it between two or more downlinks in the following manner:
The each downlink should operate at speed equal or more than 1 Mbps, but not less than 1 Mbps.
Thus, a minimum speed limit for each link should be set to 1 Mbps.
Is there any way how to do that?

By downlink, if you mean ingress traffic, I'm unaware of a method to guarantee bandwidth (excluding limiting everything else).
If you mean egress traffic, CBWFQ can provide minimum bandwidth guarantees. Traffic shapers or policers within a class can limit maximum amount of bandwidth consumption.

As Joseph suggested, you can do with "bandwidth" commands on CBWFQ and apply service policy inbound on your ISR router interfaces toward your downlinks.
