activate permanent smart License router c1121-8p

- What version of IOS are you using?  I'd recommend 17.6.4 as a minimum.
- Have you configured the "license boot level"?
- What IOS image are you running?  Your license is for NPE so it will only work on NPE image.
eg: c1100-universalk9_npe.17.06.04.SPA.bin not c1100-universalk9.17.06.04.SPA.bin

As I already said I'd recommend 17.6.4 as a minimum!  And then no more SLR.  Smart licensing before SLUP was a MESS.  It's still not great but I've found it mostly works ok in 17.6.4.

You didn't answer the question about what IOS image you're running?
