our company has 4mbps adsl connection using a cisco 1721 router, we want to add another 3mbps adsl connection. we want to integrate the new connection by buying another wic or buying another cisco router for load balancing ? what would be a better option ? how to do it ?

Getting a WIC card would be better and cost effective also.
Then you can use "ip per packet load balancing".

per packet loadbalancing would congest the 3mb dsl line while the 4mb dsl would still have room left. Further, per-packet load balancing can become quite cpu intensive.
If you want to load-balance you could inquire with your ISP's about setting up BGP sessions for load-balancing purposes. In that case they'd probably advertise their own networks and a default route to you spreading some of the load. Since it's not for advertising your routes to the internet they can assign you a private ASN to use, which fits into their policy unless you already have a public ASN you can use.
Another option is to use PBR to prefer one of the DSL links as long as it's available.
