Hello,
for all such inquiries, you may want to have a look at the Feature Navigator on the Cisco website:

Feature navigator doesn't show difference between licenses, it treats only image - and it universal for all licenses. So the question is open. How It can be checked - difference between ipbase and advances ip services for ASR1001.

It is currently a FN problem for the ASR1001 that is due to be fixed.
For the time being select ASR with RP1 in FN to see the differences between IP Base and Adv IP S.
IP Base will support BGP.

This is a honor-based licensing, so in fact you could make it work, but not as a Cisco supported solution.
The required licensing is Advanced Enterprise Services, as stated on the following document (search for "BGP"):
Hope it helps.

Here is what I have done:
1. Download complete list of features of IP Base and Adv IP using Cisco Feature Navigator in Excel format.
2. Pasted both columns in same tab of Excel file
3. Found duplicate values using formula. Google this to find instruction "Find duplicate values in two columns"
