Ok, so I have dual sup's as seen in the show redundancy command:

But there is no standby-bootflash:

So I changed the boot comamnd to:
boot system flash bootflash:asr1001-universalk9.03.09.01.S.153-2.S1.bin
and reloaded, but it still doesn't load the correct version.

Figured out the boot system flash problem.
I had a boot system flash command before the boot system flash bootflash:/asr...
So it was loading the default ios from the flash first.
Still dont' know why there is no standby flash though..

I realize this question was asked a long time ago, but the ASR1001 does not have hardware redundancy. The ASR1006 for example has two physical RPs and each has their own DRAM, flash, CPU, etc. The ASR1001 uses software redundancy. So there is one Linux kernel running on one physical CPU. On top of this rides the IOSd process. The redundancy on the ASR1001 is two such IOSd processes and they both share the underlying hardware.
