ASR 1002 IOS upgrade

Alright, I might be crazy, but this is driving me nuts!  I am trying to upgrade the IOS on a new ASR1002 and it keeps failing!  I have my laptop directly connected to the Gi0/0/0 interface and I have no firewall turned on.  Below are the details:

Gi0/0/0

ip address 172.22.22.1 255.255.255.0

no shut

My laptop

ip add 172.22.22.2 255.255.255.0

default gateway set to 172.22.22.1

I can ping the ASR from my laptop and I can ping my laptop from the ASR.

I have tried two different TFTP programs with no luck.  I have the file in the correct directory, as well.  I also don't see any requests on my TFTP server when this is happening, so for some reason it seems like it isn't making the request. 

Any ideas?

Alright, so I just tried FTP and it worked....  I don't have the words to explain how much this doesn't make sense.
