ASR Bug?

I have two Cisco ASR1001s that has recently lost its ability to respond to ssh request.  Authentication takes place using local credential.  This particular device is an edge router and handles the load our inbound and outbound traffic.  They are both running HSRP.  A recommendation was made to upgrade the device 8gig of ram. This has worked once upon a time.

Is it possible that the vty ports are configured to not have an inactivity timeout? I have seen symptoms similar to what you describe when the vty did not have inactivity timeout. What was happening was that people would establish remote access sessions and then their end of the session would terminate but not do a logoff from the router. After a while all the vty ports were in use and no further sessions could be established. If this is the issue then you should be able to do a clear line on some of the vty ports (assuming that you do have console access) and restore the ability to respond to SSH.
