ASR1001-x IOS & 5-20G license upgrade

Hi Folks,
I have a question regarding ASR 1001-X IOS upgrade & 5-20G throughput upgrade-
ASR router is running 3.13 IOS.
So would like to do first 5-20g throughput license upgrade & then IOS upgrade for 3.13 to 16.12.5 code & reboot the device.
- Is there any use case where this sequence of upgrade is recommended.
- Do we have any issue if we do throughput license upgrade first, then IOS upgrade & reboot the router?
- The concern is that we dont lose the license activation after we do IOS upgrade!
- We could do IOS upgrade first then license upgrade but it might require to reboot the router twice.
- As the objective is to reboot the router once after all upgrade.
For info-
sh license detail shows RTU as no for 5-20G throughput
Please let me know if you have some better approach to do in a single reboot.

Concern is valid because Cisco Smart License does not "honour" the e-license: There is a strong chance the 20 Gbps license upgrade will turn into "EVALUATION" if the router upgrades to 16.12.X.
NOTE: Cisco Smart License starts from 16.10.X until 17.3.1 for the ASR.
