ASR1002 SFP-GE-T not operational

Hi,

We have a Cisco ASR1002 with RP1 router with 4 built-in SFP slots. When we insert an SFP (SFP-GE-T or GLC-SX-MM) into any of the build-in slots, the link fails to become active. The LEDs are amber in color and show facility status shows the Ethernet link is down. The ASR is directly connected to a Cisco 2960 switch. We have verified cables are good and ports on the switch are good as well. We have tried to set port speed/duplex, nonegoiate auto etc on both ends to no avail. Sh interface g0/0/0 or g0/0/1 or g0/0/2 or g0/0/3 identifies the SFP/ GLC as correct.

Is there a secret handshake to get the ports on the ASR operational???
