Hello, I have never used the high availability features and have always upgraded my ASR 1k's using the IOS upgrade procedure. The thing that might be different in the ASR is the
Ip tftp source
command which caught me out the first time I upgraded the image. Then you need upload the image via tftp or another transfer protocol, make sure the confreg is fine, also the 'boot' command to specify which file you want to boot from.
Conf t
Ip tftp source gi0/0/1
End
Copy tftp flash
Source:10.0.0.100
Source filename: Asr1k.bin
Destination filename: Asr1k.bin
!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!
Conf t
Boot system flash:Asr1k.bin
Config-reg 0x2102
End
Copy run start
Reload
Hope this helps

Bilal and expert
thanks for the inforamtion, I have ASR1004, the ISSU command do not be supported. so it looks like I need go though all the 20 steps to upgrade the all the subsystems.
However, I seems do not know where to download all the subsystems the doc required.
when I go to cisco support page for download asr1000 images, it only give me the main image, not all the subsystems.
could anyone advice me where to download the pkgs?
Please advice
Thansounds thanks
