ASR1006--The panel warning indicator cannot be cleared

I find ASR1006 has a warning indicator, and check in CLI. The reason is interface down (protocol)。Those interfaces are not using and network administrator don't shutdown them（he don't want to shutdown the interfaces）。

I want to clear the indicator, so use the command "clear facility-alarm ", but it doesn't work。

The ios: asr1000rpx86-universalk9.16.06.07.SPA.bin.

i open a support case，but TAC suggests me  shutdown the interface .

What else can i do .

Year, they can disable these interfaces, but i want to know why the command doesn't work.
