ASR9901 router MAJ LED and all interface port showing RED light

Hi, I have a new ASR-9901-120G router. I noticed MAJ LED and all interface port is showing RED light.
 
When inter-connected fiber patch cord to 2 port having GLC-LH-SMD transceiver. The status show up.
May I know is it a normal behaviour that all interface is showing RED light when it is not connected ?
 
As for MAJ LED showing red light. It show the alarm info when login to the router:

Thanks for the advice, there is no more alarm after upgrade FPD. But the Integrated interfaces (16x1 GE, 24x 1/10 GE, 2x100 GE) is still showing red light, may I know is it normal ? Please kindly advise.

a red LED usually means that the port state is up, but there is no link. What happens to the port status when you connect these ports to something ?

When I connect fibre cable to interface G0/0/0/2 and G0/0/0/4, LED is showing GREEN light. And status show UP, when console into the router.

And other Integrated interfaces (16x1 GE, 24x 1/10 GE, 2x100GE) is showing RED light and status DOWN when there is no fibre cable connected.

Am I correct to say, it is normal to show RED light when there is no link connected ?
