I need to know how I can tell if my ISP or my Network is to be blamed for my Bandwidth maxing out. I have a 2811 connects to a 3560 switch.
Bandwidth maxing out happens in the morning when everyone logs in at once.

are you using any tool to record bandwidth usage? if not you can use MRTG to check BW usage which will record historical data for bandwidth. This way you will come to know that what is the average, peak utilization, at what time BW pegs up. Once you have the information you can check your network or work with ISP on this.

1. How do I install this program? Do I tftp it up to the router or do I just install it on the PC that has network connection?

It's an executable file. you need to install it on PC which is on the network and can reach router. verify it using ping
