Hello
Can you elaborate on your issue and topology please?
Do you mean the bgp peering is flapping or routes?
How are the rtrs connected - directly or via a l2 handoff switch/firewall?
What type of peering is this -  ebgp/ibgp?
Are you using any igp as a underlay transit?

So how are they peering - physical or logical interfaces (loopbacks)
Do  see any interface errors
Are you using default static routes
Is reachabilty to the peering addresses okay
