Cannot get into my router

I have 15 Cisco 2520 routers that i purchased.  ALL of them have the same problem. They boot up then seem to lock up.  At the end of the boot process nothing happens when I press any key on my keyboard.  I also tried to get into the RMON to reload the OS butn when I hit CTRL_BREAK I get the > prompt but again, no input acceptance so I cannot reload the OS.  Any suggestions?

Are you sure of the break sequence that you are using?

The following message "%SYS-4-CONFIG_NEWER: Configurations from version 12.0 may not be correctly understood" is usually an indication the router has been downgraded and the config is from a latter ios and some features may not be available, however this should not cause it not to boot up.
