when choosing the root port, following statements are considered:
1. lowest neighbor bridge ID, if tie, then...
2. lowest neighbor port priority, if tie, then...
3. lowest neighbor internal port number
As per your output, those are Port Priority and could be used to elect the root port. However, Port Priority is not the first option as you can see above.
