I am configuring cisco 4221 ISR Router. but cellular profile is inactive state.
Service LED is solid green
RSSI LED is solid green
WWAN LED is also solid green

post the configuration of your router. Inactive profiles often have to do with chat scripts. Who is your provider ?

your chat script doesn't look right. You need to be careful to add all necessary characters and spaces:
You have configured:

It should be:

thanks for the info. You are getting no configuration on your profile at all:do you have the SIM card installed and configured for data calls ? Basically, the command:
Router# cellular 0/2/0 lte sim lock 1111
The PIN code should have been given to you by your provider...
