Cisco 4321 Smart Licensing Issues

Hi, I just power up 2 units new Cisco ISR 4321 and smart license is turn on by default. Both router is using IOS version 17.3.5. One router is purchase ip base plus UC feature license and another is purchase ip base license. On my virtual account, I only able saw one ISR 4321 router and status is in used. I had attach 2 routers show license information. Please refer to attachment. Below is my question:-

1. How to confirm this license is for which router and who have use it?

2. Is it if purchase ip base license, Cisco will not give smart license?

3. Base on the show license all and show license summary, can I said this is permanent license and I can disable smart license registration process?

from IOS version 17.3 up the license is built-in again , you see no issued license in the Cisco portal
The default transport method has changed from SMART (registration) to CSLU (reporting)
you can view the devices that successfully sent a license report

you can match the license and device by serialnumber or UDI
