How many users support on cisco 876 and 881W Router?

Max bandwidth?

876 is meant to handle 3Mbps upload/download (search within this page for IMIX) whereas 881W is rated at 15Mbps.  Rather than focussing on number of users, kindly consider the model in conjunction with the service you plan on subscribing to.

How a CPU load and causing network slow?

If the router receives more traffic than it can handle, the router will drop packets. This is the time the CPU (under interrupt) will be at 100% (or near 100% utilization). If/when pkts are dropped, it would lead to clients lowering the TCP/window size and also re-transmission which will lead to users complaining about slow performance.

How to set ipsec vpn 876 and 881W Router?

Start here. This will help you to understand the concepts. 8xx series routers are often installed at remote sites. For real-life deployment, kindly approach the site contact at the head-end location. They may have standard template for use at the remote sites.
