И вот в таком состоянии он и висит уже 12часов, он форматируется или просто умер?

Пришлось заменить диск и он загрузился, там обычный ssd диск от тошибы 80гб.
I replace hdd and it works now. There was toshiba 80gb ssd.
btw thanks for your advice about rommon version.

Table 6 here says ROMMON version 15.2(1r)S is required for RP2 with IOS XE 3.16 (by the way, what's your current IOS XE version?):

This may not be the cause of what's happening with your /dev/harddisk (the only time I encountered a ROMMON incompatibility the symptom was that SHA-1 validation failed), but 12.2(33r)XND is way too old anyway...

current ios:

Normally you download the ROMMON image (latest is asr1000-rommon-155-3r.S1.pkg) to the router's bootflash, then "upgrade rom-monitor filename bootflash:asr1000-rommon-155-3r.S1.pkg R1" would upgrade the second RP's ROMMON.
The thing is, I'm not sure it will work in your case (while the RP is in "booting" state)...
