Is possible to run CCP express on ISR 4321 with security features as VPN configuration enabled on following SW versions?

Cisco IOS XE Software, Version 03.16.06.S - Extended Support Release
Cisco IOS Software, ISR Software (X86_64_LINUX_IOSD-UNIVERSALK9-M), Version 15.5(3)S6, RELEASE SOFTWARE (fc3)

ISR 4321 is still not in supported list of CCP express.
