Cisco ISR boots into rommon and can’t boot from usb

Hey guys I have a factory reset ISR1100-4g. I wanted to play around with it. Got the latest universal firmware for it. I formatted a flash drive. System boots into rommon. I send a: Boot usb0:c1100-universalk9.17.09.05.SPA.bin

The system will start loading the file

Then afterwards it says, failed to boot file unknown package

I verified the file when it did boot into IOS. The file verified fine. I checked the MD5 hash on the file from ciscos website to the one I have and they match up.

The rommon version is 17.7(1r)

What am I doing wrong?

  - Is the current ROMMON version recent enough ? Look at the Release Notes of the version you want to install, 
    and use find in the browser to look for   rommon  related topics ,

That's the wrong command.  There is no such thing as "usb0:".

Try the following: 

boot usbflash0:c1100-universalk9.17.09.05.SPA.bin
