Help me fix my router and make sure that HQ PC can ping the laptop connected to the wireless router.

So, the Wireless router on the Internet side - link to HQ router GigabitEthernet0/1 192.168.4.1 - has no IP address;. Usually those wireless routers getting IP from cable modem or DSL modem (ISP) and doing DHCP , NAT, and LAN routing for your home lan network + wireless devices; I guess u need /30 subnet reserved for HQ router - Wireless Router0 link only, then another subnet for all wireless devices of Wireless Router0.
