Somewhere in this presentation I'm reading 4000 tunnels and 1.3Gbps:

This report says ~1.6Gbps of just IPSec (less as more features - like NAT - are used), no mention about number of tunnels:

I just googled for "cisco 4451 ipsec tunnels" (or something similar) and that URL came up... unfortunately I haven't found a full repository of such presentations.
